I don't know whether or not it's "required", but it's certainly helpful to
include details of keystrokes in software procedures.  Quite apart from
those who maybe can't use a mouse, there are others who are simply keyboard
oriented by preference, and they'll welcome the keystroke info since it can
make the procedure quicker and easier for them than having to move back and
forth between keyboard and mouse.  This is something we do as standard
practice internally where I work.  Sometimes it's easier to do two separate
sets of instructions (one for mouse and one for keyboard) while other times
all that's necessary is to include the keystroke info as part of the
instructions.  For example "Select 'Tools' (ALT-T), 'Accounts' (ALT-A),
etc".
