The format of this code is totally foreign to me. Is this a server-side map? If so, I have been told that you should always use client-side maps for accessibility.

I'm trying to make our site accessable for screen readers and people who can
not use pointing devices such as a mouse. I have put the following code on
pages to give a navigation bar, but constantly get an error saying 'Invalid
Markup', 'Marked invalid because it doesnt belong inside the tag its in'.
