Hi Jim,
Carole is correct, "alt" is not valid for Anchors. "title" is the way to go.
"name" and "id" are generally used for programmatic or machine readable uses
not for display to the user. finding the which tags and attributes are
supported by assistive technology, let alone browsers, is like trying to
find which CSS selectors and declarations are supported and work
consistently in browsers.

The alt attribute is not valid with the Anchor element, so cannot be used
for this purpose.

Consider using the 'name' or 'id' attribute in its stead.  Note that both
share the same name space, so only one or the
other can be used for each unique anchor.
