Which "requirement" are you referring to? Are you alluding to the Section
508 documentation requirements? If so, I believe you will find that the
requirements are general in the context of a Federal Agency having to supply
whatever documentation is required to support the user (I chaired the 508
doc committee).
If, however, you are attempting to achieve a best practice -- then you need
to focus on the deliverable and user engagement. For example, let's assume
installation includes set up and configuration of the hardware -- you would
be required to provide accessible installation instructions.
