I had a similar problem not long ago as well. It was like my page smeared as 
I scrolled down it and only in Netscape. Turns out something was wrong with 
my background image. A trouble-shooter on a message board did a "save 
background as" with it and then sent me the file, which I then uploaded. Took 
care of the problem. Now, how s/he figured out it was my bg file, I have no 
idea! Hope this gives you a clue!
