BRACETS

I have a question and it probally sounds pretty silly, but just  I was just 
wondering.

I have seen where others put the   after a sentence and not before.  Is there 
a reason or can it be done both ways?

I have been using    and I have also seen where  <CENTER> is used both caps 
and lower case.

Are caps the correct way?

I want to be sure Im doing it correct :o)
