It's done like this, Ben:

<BODY BACKGROUND="xxxxxxxx" BGCOLOR="#xxxxxx" TEXT="#xxxxxx"
LINK="#xxxxxx" VLINK="#fxxxxxx" ALINK="#xxxxxx" body bgproperties="fixed">

note above that "bgproperties-"fixed" is added to the page
attributes...but I think it only works in IE4X+....
