Web and Server Software Question.

Up til this point I've always used Front Page along with Personal Web Server
4.0 (the one on the win 98 cd) for my web development needs on my personal
computer.  Lately the two just dont seem to be working correctly.  I'm
thinking maybee I have too many sites for PWS to handle or something like
that.  In half of the time FrontPage 200 says that it cannot find a server
at port 80 and wont open any of my webs, and half of the time it works fine.
Just today, I was trying to save some files after I had opened them in FP
and it would not let me save them, saying that the server was busy.  Does
anyone know whay these errors occur?  Also, is there another, better, server
pakcage that works with front page, free or bought?  Any suggestions are
appreciated.  Thank you.
