Since you have added an inline style to that paragraph, adding margin-left:
auto; margin-right: auto; should solve the problem.  I would also suggest
adding the same rule to the table and moving the width of 90% to the whole
table instead of just the td.

I have tested it in Mozilla and it works.

I am having trouble getting my pages to view correctly on netscape.
they look almost correct on ie, (except the bottom address no longer centers
since I changed a lot in an attempt to make it work on netscape)

This one the only thing I can't seem to make work on either browser is that
