Anchors in Netscape Question

When using named anchors in page construction, I can't get anchor links to
send viewers who use Netscape browsers down the page, only to page top.
Regardless of where the anchor is placed, viewers always are sent to the top
of the page when using Netscape (Communicator 4.5 & 4.7). Internet Explorer
works fine. I even checked against the code that Netscape uses on their own
Tech Support pages! I am using the <#anchorname> scheme. I am using
Dreamweaver 3. Any help is appreciated. Thank you in advance.
