These are new HTML 4.0 Table tags currently only supported in Internet
Explorer. They provide row-based grouping and running headers and
footers, along with column-based layout features. These tags allow for more
elegantly presented, complex table structures.

I'd be real careful in how you worded your query as to "why" someone coded
a page a particular way. It could be habit; it could be because they don't
know another way to code it; it could be their program (which, by the way,
many of them allow you to request NOT to put credit lines in). Depending on
the persons mood, it could be misunderstood not as a request for information
but as a criticism of their page. Asking is free, but don't hold your breath
waiting for answers. Be delighted with the ones you do get and remember to
thank them.
