meta name

Hello there to all.  I am brand new to this list and to HTML.  I was
wondering if anyone could help me.  I am looking at a source code for a
church website and see the <meta name> tag a lot.  What is this tag?  There
are many attributes associated with this tag also.  I notice the tag comes
many times before the title?  I thought the title was supposed to come right
after the <head>?  Thank you so much for your help on this definition!
