I wonder why you have this:
 font: ;
in several of your styles? Remove that and see what happens.

Sorry, I can't help you with frames. I have no recent experience with them.
They're pretty 1990's-looking and present all kinds of usability issues, so
I've abandoned them. The sites I see with frames are usually difficult to
work with and gawky looking.
