Sizing/Browser type

What is the best way to keep my site within the users screen.  Is there a %
statement that will always
take advantage of the size of the users screen?  The trouble I am having is
(I found out) that I developed
the site on a 19" screen (1024x768) and it doesnot fit most users.  Any
suggestions?

Also, is their a way to check a users browser type and have the site open to
match the browser type?  I developed it in notepad with and tested in
Explorer, but Netscape and AOL cant see some of the stuff.  THey also get
runtime errors that Explorer does not get.  Hopefully there is a way to have
the check to see what browser "If Explorer then.... else this...."
