trailing bubbles

I think someone mentioned trailing bubbles and stars a couple of weeks ago,
and now I've lost track of that thread.

By trailing bubbles, I mean the stars or bubbles that seem to follow the
cursor across the page. Does anyone know how to create this effect? Or know
of an online tutorial on it?
