strictest html I know how, but I find it
difficult to find information that I can rely on.  So often I visit a
site for information about particular tags, only to find the site is 3.2
or even older.

Does anyone have a current, complete list that can be relied on for
accuracy, and which has **explanations** about how the tags are to be
used?  I've tried poking around the W3C site and have gotten no where in
terms of practical application information.
