Use the HTML 4.0 Frameset DTD just for the frameset document / page.  The
pages that are loaded into the frames should use either the Transitional or
Strict DTD, depending on whether or not they use any of the deprecated
elements in HTML 4.0.  So --

Frameset page = Frameset DTD

All other pages:

Structural HTML only (no presentational / deprecated HTML) = Strict DTD
Structural & presentational / deprecated HTML = Transitional DTD
