Gimp!

Freeware, designed for Unix but works fine on my Windows XP platform, and
"nearly as good as photoshop"

It looked a bit frightening to install, but it goes in easy, manuals are
available somewhere on the site (i can;t get the Help Funtion to work) -

And it's a powerful package and ***free***

get it from
www.gimp.org
