SSI and HTML editors

I recently began using SSI (Server Side Includes).  I think they're great,
but now I can't preview my work until I actually upload them.  Are there any
editors that have a preview mode that can process any SSI directives.  I
guess the one directive I'm most interested in is <!--#include
virtual="filename.inc"-->.  That way I can see a complete page during
preview.  I guess the other alternative is to install a personal webserver
on my Windows 98 machine.  In either case, support for Apache SSI would be
needed.
