Some sound are in the public domain.  Just look at the hoopla with "Napster"
to answer the question of legality.

Here are some songs for the taking.

Sound clips, midi files are all over.  Music recorded by professional
musicians is another matter.  If in doubt...........ask the owner for
permission.
