CSS for older browsers

I manage Arlington Online, a municipal Web site for the town of Arlington, Mass., at
www.town.arlington.ma.us/.

I have been increasing the use of style sheets on the site this year, and a certain
small percentage of users say their browsers (usually NN 4.7 or older AOL versions)
don't render CSS pages correctly. I usually advise them to upgrade.

Is there another way for me to go? Is there a style sheet I can use that "corrects"
how older browsers display such page? Can someone point me to some Web sources for
such corrective scripts? Thanks for any help.
