Netscape and CSS

Hi everyone,
I am making a site using external CSS.  In IE, everything looks fine - my
horizontal rules are centered and my table is centered.  However, in
Netscape, my table and my horizontal rules are not centered - they're
aligned left.  When I turn off stylesheets in Netscape, my table is centered
and looks like it should, so I figure it must be my CSS, but my CSS
validates.  Here is my stylesheet:

BODY { font-family: Times, "Times New Roman", serif; font-size: 12pt }
H2 { font-family: Garamond, Times, "Times New Roman", serif; text-align:
center }
P { font-family: Times, "Times New Roman", serif; font-size: 12pt }
ADDRESS { text-align: center; font-family: Times, "Times New Roman", serif;
font-size: 10pt }
TH { font-family: Times, "Times New Roman", serif; font-size: 14pt }
HR { width: 50%; text-align: center }

TIA to anyone who can help.  I'm new at CSS and I'm completely stumped on
this one.
