Absolutely!  A Perl CGI can do just that.  As a matter of fact, you could
modify the FormMail.cgi.  Unfortunately, I'm really just getting into Perl
myself and can't help you in the modification.  I've only written one Perl
CGI so far and it doesn't even deal with forms, but I do know this is
exactly what CGI and Perl are all about.  I have a similar scenario that I'm
hoping down the road I'll be able to write a program for.  If and when I do,
I'll be happy to share it with you.  I don't believe it's hard to do, but
I'm just not quite there yet.  In the mean time, hopefully someone else on
this list will be able to give you more timely help.  What you are asking
for is a very normal and typical solution.  The only other way  I know of is
to have the database online and the CGI program just inserts the new record
in real time.  Although that is a cool and elegant way to go, it's also more
sophisticated and therefore more involved.  Issues of security will need to
be addressed.

As far as your SysAdmin, we had one at work with the same attitude, so
you're not alone.
