Sure you're looking at an up to date version of the W3C home page Art?
What I see is it's under USER INTERFACE DOMAIN - HTML.  :-)

To be exact, the current HTML 4.0 Specification can be found at
http://www.w3.org/TR/REC-html40/ - as well as being available online, it's
available in various download formats.

It's a bit technical, but it's THE definition of HTML 4.0, and I refer to
it all the time.
