This is my first post as well, so hopefully I will not do anything that is
unacceptable...

I don't think we are dealing with a bug here.  If you right click your mouse
on the option to "always expand ALT text for images" and select "What's
this?" you'll get the explanation for the option, which says

"Specifies whether the image size should expand to fit all of the alternate
text when the Show Pictures check box is cleared."

The key here is the last "expand".  I tested this out and it does indeed
work as I believe it is supposed to.  If your alternate text takes up
more_pixel_space than your image, and your Show Pictures option is
unchecked, and your "always expand ALT text for images"  option is
unchecked, the text will display but some will be cut_off.

On the other hand if your alternate text takes up more pixel space than your
image, and your Show Pictures option is unchecked, and your "always expand
ALT text for images"  option is_checked_, the alternate text will fully
display even though it takes up more space than the image would have.

This option will not help the original problem, but it is working correctly
(IE 5.X under WIN98).
