I have taken it to mean "Do you feel comfortable/confident writing directly
in HTML 4.0?".  If you reckon the answer, for you, is "yes", then you're
probably OK.  If you're unsure, or the answer is "No", then maybe you don't
have quite enough knowledge of HTML 4.0 to embark on the course you're
looking at.

Another way of looking at it - the content of the "Introduction to HTML
4.0" class is described as:

"Students will be introduced to the structure of HTML documents, good
markup techniques, and the concept of validation. Functional topics will
include text formatting, using lists, tables, and an introduction to
Cascading Style Sheets."

Do you feel that your knowledge of HTML 4.0 covers these areas?  If it
does, then you should be fine going on to one of the courses that requires
that level of knowledge.  If it doesn't, then you might want to consider
taking the Introduction to HTML class first, before tackling some of the
others.
