Gah! Tables.. Again

Ok, so I am working on a design that needs a table to go all the way across
the top and the bottom (a header and a footer basically). But no matter how
I try, both IE and NN render a 2 pixel space between the end of the table
and the scroll bar. Someone please tell me what this tired woman is
missing... sample code is posted below.
