It is saying the visitor is using MSIE 6.0b on Windows NT 5.1 (Windows XP?).
It is also saying that MSIE 6.0b is compatible with (or based on) Mozilla
4.0

A lot of statistics programs get confused by such strings.  Indeed, a lot of
them get confused by AOL browsers too, which can have something like this:
Mozilla/4.0 (compatible; MSIE 6.0; AOL 7.0; Windows NT 5.1; Q312461)  Some
stats programs report this as AOL 4 and some as Netscape 4 when really, the
visitor is using the AOL7 browser, using the MSIE6 engine.

WEBTV:
    Mozilla/3.0 WebTV/1.2 (compatible; MSIE 2.0)
NETSCAPE 4:
    Mozilla/4.7 [en]C-CCK-MCD EBM-Compaq  (Win95; U)
OPERA:
    Mozilla/4.0 (compatible; MSIE 5.0; Windows 2000) Opera 6.01  [en]
