HTML is not really programming, it's "Markup".  Programming knowledge is not a
requirement there.
If you want to get into Javascript though, some basic programming knowledge is
handy.  A good book on Javascript should teach you that anyway.  The book I
used to learn Javascript has two chapters on Programming Fundamentals...
