Probably one of the most definitive books would be HTML 4 for the World Wide
Web by Elizabeth Castro.  I have lots of other books, but this one is easy
to use and it's cheap.  I just wish they printed with larger text.

As for magazines, I get a bunch of them, but Web Techniques has the most
informative articles.  I don't always agree with their ideas, but at least
they are not 80% marketing hype. See http://www.webtechniques.com  A lot of
magazines say they are written for web professionals, but they seem to be
written by journalists covering the Internet craze and they have little of
real worth for us.  Another good one is at http://www.publish.com
