The standard is for one description and one keyword meta tag only.  I can't
remember reading about this specific concept, but imagine most big search
engines and all directories would penalize this practice.  The directories
actually inspect your webpage for scams like this.  You might get banned
from some SE's and Directories just trying it.

Too many keywords or keywords not associated with the webpage is considered
spamming by many SE's.   Putting in the same word many times is spamming.
Listing Ford as a keyword, when you sell Chevys, is spamming.

The basic concept is to build good web pages with real content.  Just about
any attempt to circumvent the Search Engine and Directories ways of handling
their databases for position is considered spamming by one or more of them.
