I am not to sure about title at this time, but I do my darndest to put in
every alt tag I can because several of the spidering engines used by search
engines look at the alt tag for relevance.  I don't build web pages for them
to sit out there in obscurity so anything that gets the site noticed is
important.

There may also some legal ramifications.  I have heard of a couple of
lawsuits against government websites that were classified as handicap
unfriendly and the lack of alt tags was specifically mentioned.  I don't
have any links or backup info but probably got it from "Wired" which emails
me Internet news daily.
