Chuck,

First thing that springs to my mind is an animated GIF or a Flash.  Since
this looks like it can easily be done with an animated GIF, that would be my
choice because it doesn't require the newer browsers or a plugin and can be
created with available freeware or shareware.  Perhaps I'm stating the
obvious.  I don't know if this is what you were looking for.
