I dug a bit deeper and found this; it's for an image that appears on a white
background at:
http://www.w3.org/TR/html401/
The W3C image at the top of the page does not have a blue border around it
Netscape 4.7 and has the class 'head' applied like this:  <div class="head">

div.head img { color: white; border: none } /* remove border from top image
*/
