The ending slash "/"

I heard (read) that when sending people a link, via e-mail, when typing it
in yourself, or when using it in code you should always include the trailing
slash "/" if the page is the index page of that directory (be it default,
home, index, or what ever the server picks as default). I understood this to
be a time saving character for the server to use.

(e.g. http://www.newwinecc.org/ or http://www.newwinecc.org)

Is this true? Or is it really just an example of splitting atoms, and
doesn't really make any more than a nano-seconds difference?
