I believe this style is referred to as "tab" links. Anyhow, you could
accomplish this in a graphics editor. Possibly, an easy way to create a
tab button would be to start w/ a dingbat font that has the tab look you
like. ButtonButton (which is a free ttf) has an oblong/rectangle-like
button that would suffice well for the "tab" look. I believe its under
the 0 (zero) key.

Once you have created your graphics (tabs), then you could opt to use an
image map OR you could mark-up your tab link graphics in a table to get
the layout look you want. Either way, I believe you will end up laying
out the page w/ tables, to bring the bgcolors together and around your
tabs.
