Not necessarily true. You can specify the bgcolor in the table element,
instead of using an image for the color, that is if you are speaking of
solid "colors". This was introduced in HTML 3.2, but deprecated in HTML
4, although still valid.

You could specify your width and height to equal 100% (width applies to
the table element, although I use it in the td element as well for HTML
4 Transitional and it validates, and the height applies to the th or td
elements)
