Try putting your gif inside the td tag, for example:

<td valign="bottom" align="center" width="1%" height="100%"><img
src="vline.gif" width="2" height="100%" alt="|"></td>

Even though the height attribute specified in %s, for the td element,
shows in some sources not to be valid, it appears to work for me, with
IE and NN, and also validates under the DTD of HTML4.0 Transitional.
