Julie,
In Dreamweaver, you have control over page layers.
You could create a regular first page, them place a mottled layer
overtop it, which can move and be wiped away. This solution has
problems, though, only 4.0+ browsers support layers, and a whole
layer mottled would probably be a big jpg. But you could try it.
I can't figure any other easy & elegant way to do it.
