Yes, actually you can do the same thing with external Javascripts. You
see Javascript like CSS is inserted into a document between the
&lt;HEAD&gt; tags. If the Javascript (like the CSS) is common to all
other pages on a site, you do want to consider using an external
Javascript.

What you are describing is exactly what you can do with frames. Say
you had a page with a left and right frame. You could create a file
with links (for navigation purposes) and put it in the left frame and
the content would be displayed on the right frame.

However, if you are considering using frames please note that most
people have a love/hate relationship with them. Personnaly, I don't
think they are all that bad! ;-)
