opening a new window

Good day:

I've searched through the archives to find a jscript to allow me to open a 
new window when a link is clicked. It works just great, except my original 
page reloads....not so great.

Here is a cut out of my code,

This snip is from a page from an intranet. The page is an on-line survey.  
Obviously I do not want it to reload when this link is clicked.  All I want 
is for the user to have the info he/she needs to complete this question on 
the survey and then to continue on to the next question.

I don't know enough about javascript to figure this out on my own.
I got this script from a resourse I found in the archived basics list.
