Table Twilight Zone

Please help. I'm caught in the table "twilight zone."  I have tried to 
figure this out on my own, but realize that I am lost in another dimension.

If you would look at the following page, it appears OK in Internet Explorer 
5.0.  However, in Netscape 4.7, the top table which is meant to be the 
navigation menu shifts to the right, even though I have it marked center.  
(Or at least, I think I have it marked center.)

Your input would be appreciated.  The site is just one part of what is meant 
to be web-based training for an internal audience, not the general public.
