Hi Pam,

You will defiantly be needing a specific graphic
design program. A few options would be: 
JSAC Paint Shop Pro 
(see http://www.jasc.com/products/paintshoppro/). I
believe it's price is around $100, I don't use it
personally, but I have heard it is really good.
If you want to spend a little bit more, you could try
Adobe Photoshop.  I use it myself and it is excellent
for web graphics and other things, and comes with a
sister program designed for creating web graphics,
called Adobe ImageReady.

No WYSIWYG Editor that I know of has any graphic
editing feature.
