Finding a Perl Guru

Can someone recommend a Perl guru to help with getting some information on
a secure server and behind password protection? I am located in Southern
California (San Diego county) if that helps any?

I need help modifying a password script in Perl(.htaccess). The script is
for a Unix/Apache setup and needs to be able to handle two different
password time outs, one for a calender month and the other to time out in
one year.

I also need some help connecting the information to the Internet. It is
currently located in MS Word, so I think the easiest way to get it to a
database is to move it into MS Access. But getting it on to the Internet,
on a secured server behind password protection has me stymied for the moment.

I know that time is money to most people, so I am willing to pay for this
help. But, please note I am not a rich person, and funds are somewhat limited.

I am sorry if this is off topic, but I really do need the help.
