It (Win3x/9x) uses the same terms because it really is, like UNIX'a
XWindows, a GUI setting on top of a Operating System. 

However, for Windows 3x/9x, the multitasking is done at the level of the
GUI instead of at the level of the Operating System like UNIX does. 

For instance, in UNIX you can start a process, then put it into the
background and continue working on the command line. 

In fact, one can have many processes started from the command line
running at the same time that you would be doing something, like editing
an HTML file for a web site. Properly scripted, when the process had
finished execution one could have a message pop up on the console with a
''finished'' message inside your editing session, allowing you to put
the editing process into the background and optionally check a log file
with another editor (grin), etc., etc.

My background includes experience with DOS since 3.1,  DR-DOS, IBM's
OS/2, MS Windows 3.0, 3.1, 95, 98, and NT, AT&T and SCO UNIX, and Linux.
