Provided such decisions are made with the potential audience in mind.

My stats show:
Netscape 2     1% 
Netscape 3     26% 
Netscape 4     48% 
MSIE 2     7% 
MSIE 3     3% 
MSIE 4     15% 
MSIE 5     0%

In this case, designing for IE5 only would be a really bad decision!!

Given the poor CSS support in NN, that means only 15% of the people would
see _some_ of the formatting.  THEY are the "tiny group" in this case!

Always investigate your userbase first!
