Bryan,
this issue is bigger than screen size and browser type.
Resources abound that offer numerous and varied opinions on the "idea
screen size" that you should design to, so I won't waste a lot of time on
that except to say that you should spend some time here:

Now, to specifically address "dynamic sizing" of content to fit individual
browsers:
If HTML is written correctly, by design it will ~automatically~ work in ALL
web browsers. Yup. It will display EXACTLY as designed, whether the screen
is 3x5 inches or 30 feet by 40 feet (*IF* the total width of the graphics
used [laterally] do not exceed the viewing screen width). Well, that is if
the browser is capable of displaying images at all.
There is a catch though:
You must accept the fact that HTML is a Markup language, not a Page Layout
language and code accordingly.
A great place to start besides the link above, would be to paste this:

into your documents online, and click on the period. *Then* you will
definitely see the advantage in spending a few evenings at "/resources"
reading until you fall asleep at the mouse.
