Earlier "gimp" was suggested as a (Windows) Freeware image manipulation
program. I have used (**and LOVE**) gimp under *NIX so I investigated.

Subsequent investigation brought the following information to light regarding .
gif and gimp under Windows (quoted from www.gimp.org),  FWIW.

Because of patent issues with the LZW compression algorithm the installer does
not install the ability to load or save GIF files. Nor is the TIFF plug-in
capable of loading or saving LZW-compressed TIFF files. To be able to do these
things, make sure that either you are in a country where Unisys doesn't have a
patent on the LZW algorithm, or that you have a license from Unisys, and
download the file lzw-plugins-20001226.zip (available from the Finnish server

Warnings
The Windows version is GIMP 1.2. The base GIMP code should be relatively
bug-free. The Windows code without doubt has bugs, though.
The GIMP for Windows is not really targetted at end-users yet. The program(s)
might crash unexpectedly or behave otherwise strangely. (But of course, so do
many commercial programs on Windows.) The stability seems to depend a lot on
the machine, display drivers, other software installed, and whatnot. Presumably
the more memory you have, the better GIMP works. (For any real image work, I
would say 128 megabytes is minimum.) Many people do find GIMP very useful.
