PSP doesn't have many "included" graphics but you can cut and paste from
other programs into PSP when creating your banner. It does have a stamp
thingy that adds graphics, but it's pretty limited.
If you are looking for an animated banner, then you will need to create a
series of banners - all the same size - and then use a GIF animator to glue
them all together in series.
