What you're thinking of is *Hier menus* or Drop-down menus, or some similar 
term. These are built with dhtml which is a combination of HTML and 
JavaScript. They can be tricky to implement cross-browser.

I would suggest http://www.bratta.com/ for some menu ideas and don't forget 
to visit the forum there. They have some user-contributed scripts and 
solutions to help improve the cross-browser implementation. Also, any time 
you are dealing with dhtml, it is 4.0+ /only/ so be sure to provide 
alternate links for earlier browsers if your site has an audience that 
can't/won't upgrade.

great info on javascript in general.
